ENERGY EFFICIENCY PROJECT
NEWS - LATEST DEVELOPMENTS
In 2008-2009 the Government of Moldova continued
to examine together with SIDA the possibility of the Agency
to continue providing valuable support in the implementaiton
of different investment and technical assistance projects in
the Moldovan energy sector. The relevant project proposals have
been submitted to SIDA for consideration and eventual approval
of a new Programme in the energy sector to be launched in 2009.
Thus, on July 27, 2009 the Government
of Moldova and the Government of Sweden represented by SIDA
signed another Specific
Agreement referring to the Sida Energy Efficiency Project
in Moldova, namely the provision of a grant in amount of 16
million Swedish Kronor for financing the implementation following
projects in the Moldovan energy sector:
- Provision of Technical Assistance in
the implementation of the Extended Heating Component of Energy
II Project (Packages B8 and B9 - financed by the Word Bank
through the Additional Financing Agreement dated March 16,
2009);
- The Performance of a Feasibility Study
for the Reconstruction of the Heating, Ventilation, DHW, DCW
and Sanitation Systems at the Center for Mother and Child;
- The Installation of
a New Boiler Plant, Heating and DHW Substations, Reconstruction
of Distribution Pipes, Internal Heating and DHW systems at the
Children's Phthisiopulmonology (Tuberculosis) Center from Tirnova.
SIDA-FINANCED
ENERGY SUPPORT PROGRAMME IN MOLDOVA
On May 19,
2006, the Ministry of Industry and Infrastructure, on behalf
of Moldova’s Government, has addressed to the Swedish
International Development Agency (Sida) with a request for financial
support for the implementation of a complex project in the energy
sector. The Project Proposal includes 5 components (sub-projects):
Project
A. Assistance in the implementation of the Heating Component
within the Energy II Project.
This
component concerns the continuation of the assistance from experienced
Swedish consultants for the implementation of the Heating Component
under the Energy II Project, as until the present the implementation
of heating improvement measures under the Project has given
excellent results.
Project
B. Technical Assistance to S.A. “Termocom” Technical
and Institutional Development
The second
component comprises two sub-projects:
-
a
pilot project for S.A. Termocom Technical Development, which
shall aim achieve technical upgrades, thus improving the quality
of district heating services for a number of residential buildings
and creating a “good territory” for future district
heating quality improvement measures. The successful implementation
of the pilot project shall obviously have a significant demonstrational
value, by creating a positive precedent and example for future
projects of the same kind.

a
project for S.A. Termocom Institutional Development, which
is based on the necessity to solve acute institutional problems
that S.A. Termocom currently confronts, after being declared
bankrupt several years ago and suffering important financial
and “image” losses during the last years. Institutional
strengthening is indispensable for Termocom in overcoming
its current problems and achieving and maintaining efficiency
and competitiveness.
Project
C. Technical Assistance for ANRE Institutional and Organizational
Capacity Development
This
component concerns providing technical assistance for ANRE institutional
and organizational capacity development, and aims to support
the Agency in efficiently fulfilling its important responsibilities,
and thus in contributing to the creation of adequate conditions
for Moldova’s integration in the EU. In this context,
it is absolutely necessary to ensure the correspondence of the
legal, regulatory and institutional frameworks in the local
energy sector with the specific requirements under the ECSEE
Treaty and other relevant EU directives and regulations in the
sector.
Project
D. Biomass Plant Pilot Project (town Cornesti, Ungheni District)
This
sub-project fits perfectly in the National Strategy of Sustainable
Development of Moldova’s Energy Sector up to the year
2020, namely diversification of energy sources, in order to
diminish Moldova’s dependence of imported energy and fuel
resources and to reduce the impact of the energy complex over
the environment, by using more environmentally “friendly”
energy sources, as well as in the National Strategy of Renewable
Energy Sources (RES) Usage, an important focus of the strategy
being the use of biomass as an accessible and efficient (economically
and ecologically) energy source. The successful implementation
of the pilot project would test important biomass use opportunities
in Moldova, thus creating a positive example for future “biomass”
projects in many areas of the country where real possibilities
of efficient and convenient use of biomass as energy source
will be recognized.
On June
20, 2006, at the General Meeting of SIDA’s Board of Directors,
it has been decided to accept financing the implementation of
the 3 sub-projects from the project proposal regarding financing
a complex project in the energy sector of Moldova, submitted
by the Ministry of Industry and Infrastructure, on behalf of
the Government of Moldova, to Sida on May 19, 2006:
Project
A. Assistance in the implementation of the Heating Component
within the Energy II Project (continuation of providing TA)
Project
B. Assistance to S.A. “Termocom” Technical and
Institutional Development
Project
C. Technical Assistance for ANRE Institutional and Organizational
Capacity Development
On July 11, 2006 on behalf of the Swedish Government and Sida,
the Embassy of Sweden in Moldova submitted its Official Answer
to the Government of Moldova and to the MII regarding the referenced
Project Proposal. In its letter, the Embassy of Sweden mentioned
that after reviewing the complex character of the proposal and
considering the grade of urgency in expected impacts from the
various Projects, SIDA has come to the conclusion that an immediate
commencing of implementation of Projects A, B and C will be
most beneficial for the entire Program and should be given highest
priority. In this context, Projects’ cost shall not exceed
20 million Swedish Kronor (SEK) in total, and their implementation
shall commence in 2006.
Regarding
the component D from the Project Proposal - the Biomass Heating
Pilot Project – SIDA informed that since the organization
is putting in place a new cooperation strategy for Moldova for
the period 2007-2010, the proposed project D, being the largest
investment during the period, will have significant impact on
the balance of the funding resources between the various components
financed by SIDA. Therefore SIDA has decided to postpone the
decision on approval of Project D, of SEK 27 million, till further
examination of funding resources.As per the Specific Agreement,
the MEPIU is the Implementing Agency of the referenced projects.
The
Specific
Agreement for components A, B, C has been signed by the
Government of Sweden and the Government of Moldova on September
28, 2006.
The
closing date is June 30, 2010.
The development
objective of the Programme is to contribute to improvements
in the energy sector of Republic Moldova, in particular:
•
Improvements to energy security of the country as a result
of improved operation of large district heating systems supplied
from CHPs;
• Technical improvement and upgrades, implementation
of new energy technologies and know-how;
• Improvements to the management and institutional capacities
to important energy sector entities;
• Social and economic improvements resulting from a
better operation of the energy sector, contributing to the
goals of the Economic Growth and Poverty Reduction Strategy.
The proposed
projects have a relatively small size (compared to the sector
and its problems); some of them have a ‘pilot’ or
demonstrational purpose, and do not claim to resolve the problems
at a large scale during project implementation. Nevertheless,
their successful implementation is expected to lead to a larger
scale use of the experience and technologies, accumulated project
implementation, contributing to the development objectives.
As
per the most recent update of the Procurement Plan (May 31,
2007), the Sida-financed Energy Support Programme in Moldova
has been grouped into the following components, projects and

Note:
component E has been includded in the Programme
in May 2007, once Sida's supervision mission to Moldova announced
on March 11-14, 2007 that through the approval of the Strategy
for development cooperation with Moldova for the years 2007-2010,
Sida extends the existing Specific Agreement by providing additional
financial means for the year 2007 to be disbursed during the
given year. On July 16, 2007 the
Amendment No.1 to the
Specific Agreement between the Government of Sweden and the
Government of the Republic of Moldova (reflecting the extension
of the Sida-financed Energy Programme in Moldova – component
E1) has been signed.
Component
F. Technical assistance to SE Moldelectrica for revaluation
of fixed assets and preparation of the IFRS-based accounting
database
Note:
On May 26,
2008 the Amendment No.2 to the Specific Agreement between Sweden
and Republic of Moldova on Support tot the Energy Sector was
signed. The Amendment covered the scope of additional contribution
for the financing of technical assistance to the State Enterprise
"Moldelectrica" for the revalauation of fixed assets
and preparation of the IFRS-based accounting database.
At present
all Projects financed by Sida within the given Programme except
for the additionally financed Component F and Package B1.5 (which
are under implementation now) have been sucessfully implemented/finalized.

THE
SIDA-FINANCED ENERGY PROGRAMME IN MOLDOVA
COMPONENT
B. ASSISTANCE TO S.A. “TERMOCOM”
TECHNICAL ANDINSTITUTIONALDEVELOPMENT:
PROJECT
B1. Pilot Project for Technical Development
of S.A. “Termocom”:
Status: closed,
contract fully disbursed
The demo project includes the reconstruction
according to modern principles of external
DH pipes, installation of individual DH
substations and reconstruction of the internal
heating and Domestic Hot Water (DHW) systems
in several residential buildings currently
connected to central substations. The project
implementation also supposes the capacity
building of selected Home Owners Associations
related to project activities, since the
referenced associaitons shall be party to
the contracts within which the equipment
and materials procured under the below-mentioned
packages shall be installed.

B1.1 Technical Assistance for project implementation
Status: closed,
contract fully disbursed
The Contract with FVB Fjarrvarmebyran (District
Energy) AB and Hifab International AB (Sweden)
from March 1, 2002 was extended through
Amendment #1 dated November 30, 2006 increasing
Ceiling amount for Technical Assistance
within projects A and B1 of the SIda-financed
Energy Support Programme in Moldova.
Under the referenced package
there have been sub-contracted two individual
sub-consultants in the fall of 2006, one -
for the performance of the Risk Analysis and
the other for providing design services (namely
pre-design).
On December 8, 2006 the
sub-consultant submitted the final
legal study “Legal Framework and Risks
Associated with Replacement of Internal Heat
Supply System”. In the study
there have been identified and examined the
factors that could affect the modification
of heating and DHW systems in a condominium;
the risks associated with: personal property
ownership rights, the common property administration,
the rights and obligations of housing stock
administrators, consumers, heat suppliers,
local governments in the administration of
housing stock; the major risks that may obstruct
or delay the change from vertical to horizontal
heat system in a Condominium have been presented
together with factors that might determine
risk occurrence; recommendations have been
provided on how to avoid such risks and a
template of an agreement on acceptance of
apartments’ owner to participate in
the project has been proposed.
The Consultant provided
important assistance in the elaboration of
technical specificaitons and bidding documents
for projects B1.2, B1.3, B1.4, B1.5, E1 and
continunes to provide assistance in the evaluation
procedures, in the elaboraiton of implementaiton
schedules' and drawings, in monitoring equipments'
installation and further functioning (tests'
performance etc.), and other implementation
activities scheduled within the implementation
of packages B1.2-B1.5 and E1 of the Programme.
On
April 17-18, 2007 - FVB consultants carried
out a training in design of district heating
systems according to modern principles (using
the preheated installation technology etc.)
for Termocom staff.
Package
B1.2 Supply of Substations
Status: closed,
contract fully disbursed
The project inlcudes the installation of
6 individual substations with automatic
adjustment capabilities for heating and
DHW preparation in residential buildings
and the replacement of external distribution
pipes to the buildings using modern DH technologies.
Within package B1.2 there
has been prepared according to World Bank
Standard Documents the Invitation to Quote
(ITQ) for Supply of Prefabricated DH Substations
for S.A. Termocom (the existing central substations
used for these buildings will be eliminated).
After receiving Sida’s
no-objection to the ITQ document and the shortlist
of 10 companies, on March 19, 2007 MEPIU sent
to the shortlisted companies the ITQ with
the requirement to be provided with responses
by 10.00 hours on April 19, 2007. By this
date three quotations have been received and
opened at MEPIU premises. After detailed examination,
the Evaluation Committee recommended the contract
to be awarded to company Alfa Laval Lund AB
from Sweden.
After receiving on April
25, 2007, Sida's no-objection to the Evaluation
Report, contract negotiations have been carried
out and on May 21, 2007 the Purchase Order
has been issued.
Until September 2007 all items under PO
B1.2 have been successfully delivered, according
to the agreed schedule. On October 19, 2007
Termocom informed that the individual substations
have been installed and are ready for commissioning.
In November 2007 Alfa Laval Lund AB provided
the incidental services to Termocom as stipulated
in the contract.
Package
B1.3 Supply of External Piping
Status: closed,
contract fully disbursed
Within package B1.3, there has been prepared
according to World Bank Standard Documents
the Invitation to Quote (ITQ) for Supply
of Preinsulated DH Pipes, Fittings, Valves
& Accessories for Termocom (the existing
centralsubstations used for these buildings
will be eliminated).
After receiving Sida’s
no-objection to the ITQ document and the shortlist
of 7 companies, on March 19, 2007 MEPIU sent
to the shortlisted companies the ITQ with
the requirement to be provided with responses
by 10.00 hours on April 19, 2007. By this
date four quotations were received and opened
at MEPIU premises. On April 23, 2007 the Report
of Evaluation of International Shopping has
been submitted to Sida for examination and
eventualapproval.
After Sida's no-objection
(April 25, 2007) to the Report of Evaluation
and Recommendation of Contract Award, the
contract negotiaitons took place. On May 17
the Purchase Order with company Energoresurs-Invest
from Ukraine has been signed. Until the end
of June 2007 all deliveries under the contract
have been completed. Accordingly, the Acceptance
Certificate has been issued on July 2, 2007.
Package
B1.5 Supply of substations (additional)
The package includes the installation of
12 individual substations for heating and
DHW preparation in 12 buildings and the
replacement
of external distribution pipes to the buildings
using modern DH technologies.
Within
the package there has been prepared according
to WB Standard Documents the ITQ for
Supply of Prefabricated DH Substations for
S.A. Termocom (the existing central substations
used for these buildings will be eliminated).
After receiving Sida’s
NO to the ITQ document and the shortlist of
10 companies, on March 23, 2007 MEPIU sent
to the shortlisted companies the ITQ with
the requirement to be provided with responses
by 10.00 hours on April 19. By this date three
quotations were received and opened at MEPIU
premises. The Report of Evaluation has been
submitted to Sida for examination and eventual
approval on April 23, 2007. On April 25, 2007,
Sida gave its no-objection to the Evaluation
Report of Internaitonal Shopping.
After negotiations and
upon Sida's approval, the Purchase Order with
company Alfa Laval Lund AB from Sweden was
issued on May 21, 2007.
Until September 2007 all
items under the referenced Purchase Order
have been successfully delivered. Termocom
installed the substations.
PROJECT
B2. Technical Assistance for S.A. “Termocom”
Institutional Development
Status: closed,
contract fully disbursed
On May 24, 2007 – after finalization
of TOR and its approval by Termocom, MEPIU
elaborated the Request for Proposal based
on standard World Bank documents. The Request
for Expressions of Interest has been advertised.
As of July 2, 2007 – the latest date
for Expressions of Interest submission - different
companies have expressed their interest in
providing the services under package B2. The
short list have been elaborated and sent to
Sida for examination and eventual no-objection.
On July 3, 2007, Sida gave its approval to
the short list of consulting companies.
On July 13, 2007 MEPIU submitted to Sida
for examination and eventual approval the draft
Request for Proposal (preliminarily the draft
has been approved by the Ministry of Industry
and Infrastructure and Termocom). On August
9, 2007 Sida gave its no-objection to the draft
text of the Request for Proposal, according
to which the latest date for Technical Proposals'
submission is September 25, 2007.
Until this date four technical proposals
have been received. On September 25,
2007 the technical proposals have been
opened and the evaluation procedure started.
On November 14, 2007 the Technical Evaluation
Report has been submitted to Sida for consideration
and eventual approval. On December 11, 2007
Sida gave its no-objection to the technical
evaluation report, which means that preparations
for financial evaluation of those bids that
have passed the quality treshold have to start.
The public opening of financial proposals
took place at S.A. "Termocom" premises
on January 15, 2008, as scheduled and agreed
between the involved parties. On January 17,
2008 the Financial Evaluation Report and Award
Recommendation, as well as the Combined Evaluation
Report (technical and financial) have been submitted
to Sida for consideration and eventual no-objection.
On January 17, 2008 Sida gave its no-objection
to the evaluation report and the award recommendation.
After contract negotiations, on February
5, 2008 the contract between S.A. "Termocom"
and the Consortium AF-Process AB, from Sweden
has been signed. On February 7 Sida gave its
no-objection to the signed contract. Thus, contract
entered into force on February 7,2008.

COMPONENT

HOW WATER SYSTEMS FOR OBJECTS OF THE MINISTRY
OF EDUCATION AND YOUTH IN HINCESTI, TELENESTI
AND CUPCINI
Status: closed,
contract fully disbursed
Contractor:
the Consortium led by "Polimer Gaz Conducte"
S.R.L.
The project includes objects of the Ministry
of Education and Youth of high social importance
– orphanages/boarding schools (some
of them for children with disabilities or
from disadvantaged social groups), within
which children not only study, but also permanently
live during the school year: Boarding school
from Cupcini, Boarding school for children
with cerebral-locomotorium dysfunctions from
Hincesti, and Boarding school from Telenesti.
Contract History:
On July 16, 2007 the Amendment No.1 to the
Specific Agreement between the Government
of Sweden and the Government of the Republic
of Moldova (reflecting the extension of the
Sida-financed Energy Programme in Moldova
– component E1) has been signed.
On August 6, 2007 the Public Bid Opening
took place, as scheduled. On August 9, 2007
the Bid Evaluation Report has been submitted
to Sida for consideration and eventual no-objection.
On August 13, 2007 Sida gave its no-objection
to the Bid Evaluation Report and Recommendation
for Contract Award..
On August 17, 2007 - after contract negotiations
and with Sida's approval, the Ministry of
Education and Youth signed the contract with
the Consortium led by "Polimer Gaz Conducte"
S.R.L.
Until the end of 2008 there have
been completed the works foreseen under the
contract:
• The installation of the supplied
equipment in the boiler plants and in the
individual heating substations in Cupcini
and Telenesti, and Hincesti.
• The overhaul of the buildings in which
the HIS shall be placed has been completed
in proportion in Cupcini, Telenesti, and Hincesti.
• The installation of internal heating
networks (including works of repair of deteriorated
surfaces) in all three selected localities.
• The installation of natural gas supply
network in Cupcini and Telenesti, and in Hincesti.
The boiler plants in Cupcini and Telenesti
have been equipped within the project with
everything that was necessary and stipulated
by the contract, and the Contractor has performed
the start-and-adjustment works in November
2008. After all the beneficiary institutions
have created the proper conditions for connection
to the natural gas supply network, electricity
and water supply networks, the systems have
been put into operation and are successfully
functioning at present.
On October 14, 2008 the Operational
Acceptance Certificate has been issued.
- The FVB Consultants, jointly with MEPIU’s
specialists, performed a site visit on February
24-27 2009 to Cupcini, Telenesti and Hincesti
for repeated performance testing (see the
detailed report from the site-visit performed
by the Consultant in Attachment 8 C).
- The results of the site-visits and continuous
monitoring of equipment’s performance
show that all requirements on the referenced
contract in the three selected localities
have been fulfilled, from both Beneficiaries
and Client’s part. The boilers’
performances were presented as average values
during the measuring period for each load
and boiler. The NOx – related requirements
are respected in the process of all the selected
plants’ operation. The high CO-value
at Hincesti boilerNo.1 at the level of 75%
is related, according to the Consultant, to
tuning operations. At the meetings between
the MEPIU’s representatives, FVB Consultants
and the Beneficiaries the importance of follow
up on performance, gas consumption versus
domestic heating and hot water has been emphasized.
• The Boarding school from
Cupcini
A boiler plant with a capacity of 1000 kW
(fuel: natural gas) in the existing boiler
plant building (repaired within the contract);
Installation of two-pipe distribution network
using preinsulated pipes, installed underground;
Installation of substations for connection
of internal heating and DHW systems in dormitories
no.1&2, canteen, service building; Installation
of a substation for connection of the IHS
in the educational building; 100% replacement
of IHS in all buildings; 100% replacement
of internal DHW systems in dormitories no.1&2,
canteen, service building.
• The Boarding school for children
with cerebral-locomotorium dysfunctions, Hincesti
A boiler plant with a capacity of 1000 kW
(fuel: natural gas), installed in new metal
constructions building; Installation of two-pipe
distribution network using preinsulated pipes,
installed underground; Installation of substations
for connection of internal heating and DHW
systems in dormitories no.1&2, canteen,
service building; Installation of a substation
for connection of the IHS in the educational

A boiler plant with a capacity of 700 kW
(fuel: natural gas) installed in a new metal
constructions building; Installation of two-pipe
distribution network using preinsulated pipes,
installed underground to all buildings; Installation
of substations for connection of internal
heating and DHW systems in the educational
building, dormitory for girls No.2, service
building; Installation of a substation for
connection of the IHSs of the workshops building;
installation(in the service building) of a
substation for connection of the greenhouse;
100% replacement of IHS in the educational
building, dormitory for girls No.2, dormitory
for boys, service building, workshops; 100%
replacement of internal DHW systems in the
educational building, dormitories for girls

COMPONENT C. TECHNICAL
ASSISTANCE FOR ANRE INSTITUTIONAL AND ORGANIZATIONAL
CAPACITY DEVELOPMENT
Consultant:
Consortium Sweco International AB (sweden)
with Pierce Atwood LLP (USA)
Description:
Through the proposed components, ANRE will
be in a position to achieve its overall objectives.
An important topic is to develop a sustainable
and transparent energy sector in cooperation
with the consumers. Progress in this area
will be largely verified through ongoing discussions
with the stakeholders and well defined targets
under way.
An additional objective for ANRE is to gradually
move into a more proactive role, with larger
focus on future requirements on regulation,
market opening, increasing the quality of
services provided by energy sector licensees
and protection of consumers' interests.
Contract history:
After receiving Sida's approval of the Terms
of Reference (TOR) and the text of the Request
for Expression of Interesnt (REoI), the REoI
has been advertised in accordance with the
relevant World Bank and Sida's Guidelines.
By the deadline, January 22, 2008, nine EoIs
have been received, and the evaluation of
received materials has been started by the
ANRE.
The Request for Proposals, containing the
short-list of consultants elaborated by ANRE,
and respectively approved by ANRE and Sida,
has been sent to the short-listed consultants
on February 11, 2008.
Four consultants’ proposals were
submitted by the deadline- March 28, 2008. Technical
evaluation started. On April 21, 2008 MEPIU
informed all four consultants that as a result
of technical evaluation performed by the committee,
all companies passed the minimum technical qualifying
score, and invited (with Sida's approval) the
four consultants to send their representatives
to the public opening of financial proposals
on April 29.
After financial proposals’ opening,
the Combined Evaluation Report (CER) has been
elaborated and submitted to Sida. On May 28,
2008 Sida gave its no objection to the CER and
instructed the relevant parties to enter into
contract negotiations with the consultant -
Consortium Sweco International AB (sweden) with
Pierce Atwood LLP (USA) accordingly.
After contract negotiations with the Consortium's
representatives, the contract has been signed
on June 10, 2008. On June 11, 2008 Sida gave
its no-objection to the signed contract. The
package is now under implementation (finalization
stage).
General Outputs (package):
-updated & approved legislation
in the electricity sector as well as other
amendments to the institutional framework.
The outcome/results should be in compliance
with the relevant EU Directives, and the
work should be solidly anchored among the
key stakeholders in Moldova.

Actual Outputs per Modules:
The following outputs have been generated
by the project implementation:
- Impact Assessment of the existing
Renewable Energy legal and regulatory Framework:
As per the request of ANRE management, the
Consultant performed an Impact Assessment
and delivered the final report in December
2008. The impact assessment addressed legislative
gaps in the renewable energy framework in
Moldova, including making expert recommendations
for changes to be operated in the renewable
Energy Law.
- Tariff Methodology in the renewables
sub-sector:
On October 16, 2008, the Consultant submitted
to ANRE and MEPIU a revised renewable tariff
methodology. The draft methodology has been
elaborated in compliance with the provision
from the Renewable Law and has as objective
to encourage the production of the renewable
fuel and energy through the stimulations of
investments on this new market segment.
- Fuel and Renewable Energy Supply Contracts
(bilingual versions) have been elaborated,
submitted to and agreed with ANRE;
- Study Tours , trainings and workshops
for ANRE officials
Within 3 study tours in 2008
the participants benefited from an exchange
of experience and good practices in the following
spheres:
(1) promotion of electricity
from renewable energy sources; address the
renewable energy policy etc. (Germany Study
Tour (October 19-24,2008);
(2)the regulatory framework
for renewable energy and biofuel in Greece,
lessons learned, good practices, adjustment
of specific and unique features of one country’s
energy sector to the EU policies, law and
guidance (Greece Study Tour (November 10-14,
2008)
(3) the policies, regulations,
and the process for consumer protection and
public consultation; Human resources development.
Nordic Trading Market examination (Sweden
Study Tour (December 9-13, 2008))
- The relevant ANRE personnel has been
trained and participated at workshop
sessions for human resource development
in the period December 15-19, 2008.
- Guarantees of Origin (GO) system
analysis and basic Regulations in GO
The Moldovan legislation relating to the
guarantees of origin (GO) has been analyzed
by the Consultants and ANRE, a comparative
analysis of GO systems in European Union member
states has been performed. A draft bilingual
GO Regulations has been submitted at the end
of November 2008 by the Consultant to ANRE
for further examination and coordination o
final version.
- Public Communications:
The consultant developed a consumer guide
and an initial diagnostic of ANRE’s
need for specific capacity building in public
communications and HR development. As of August
2009, there has been elaborated, discussed
with ANRE and issued the draft final Energy
Guide for Residential Consumers for Gas and
Electricity Services. The final version shall
be issued and approved until the end of the
yera 2009.
General Outcome (Package):
- Improved regulatory framework and ANRE
performance;
- Reinforcement of the energy sector development
towards transparency, communication with the public
and media and solving the consumers' problems.
Outcomes generated by the proper utilization
and efficient functioning/applying of the earlier resulted
outputs:
The applying of the tariff methodology for renewable
energy resources:
- existence and applying of an adequate,
consistent regulatory and legal framework for projects
on the segment of renewables;
- creation of the necessary regulatory support and basis
for further elaborations of regulatory and legal acts
in the sub-sector of Renewable Energy Sources of the
Moldovan Energy Sector;
- encourage the production of the renewable fuel and
energy through the stimulations of investments on this
new market segment;
- strengthening the energy security of the country
- Contribution to the improvement of environment and
environmental policies’ promotion in the country.
The organization of trainings and workshops sessions
shall strengthen the institutional capacity of ANRE,
increase the professional qualification of ANRE personnel,
as well as improve the image, credibility and authority
of ANRE.
The new patterns of work and communication with the
consumers shall improve the communication with the public,
shall strengthen the trust between the energy market
players, energy consumers and ANRE, and create a proper
communicational and regulatory environment in the sector.
