Project: Feasibility study, including elaboration of pre-design for reconstruction of the following systems of the Center for Mother and Child in Chisinau

In order to support further development of the energy sector, the GoM has received from the Sida a Grant (the Grant) to finance the Moldova Energy Programme, and it intends to apply part of the proceeds of this Grant for payments under the contract for consulting services covering elaboration of a feasibility study, including pre-design for reconstruction of the systems of the Center for Mother and Child (CMC) in Chisinau.

The objective of this assignment is covering elaboration of a feasibility study, including pre-design for reconstruction of the following systems of the CMC:

- external district heating distribution systems,
- external cold water and sewerage systems,
- internal domestic cold and hot water systems, internal sewerage systems,
- individual district heating substations for connection of the internal heating systems and domestic hot water preparation,
- internal heating systems,
- internal ventilation systems.

Moldova Energy Project Implementation Unit (MEPIU) now invites eligible consulting (design) companies to indicate their interest in providing the services. Interested companies must submit information proving that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Companies are expected to send (along with the above mentioned materials) a short generalizing note (up to 5 pages). Companies may associate to enhance their qualifications.

A company will be selected in accordance with the procedures (Selection Based on Consultants’ Qualification) set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997, revised September 1997, January 1999 and May 2002.

GENERAL PROCUREMENT NOTICE

The Republic of Moldova has applied for a credit from the International Development Association (IDA) in the amount of US$ 10 million equivalent toward the cost of the Energy II Project Additional Financing, and it intends to apply the proceeds of this credit to payments for goods and related services to be procured under this project.

The objectives for the Moldova Energy II Project Additional Financing are to: improve the availability, quality, and efficiency of heating and hot water supply in selected priority public buildings (schools, hospitals, and residential buildings for disabled and other vulnerable groups).
The Project consists of the following components:

 
• Assistance for the Project Implementation, Heating Component (continuation of ongoing technical assistance financed by Sida);
• Heating Supply and Efficiency Improvement: this component includes improvements in supply and distribution of heat and demand side measures for heat and hot water consumption in selected public buildings (schools, hospitals, and residential buildings for disabled and other vulnerable groups);
• Project Management and Administration.

Financing: The project will be financed by an IDA credit in the amount of US$ 10 million equivalent. Sweden is providing a technical assistance grant for the heating component.

Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected by Sida.

Invitations to bid shall be advertised as Specific Procurement Notices (SPNs) for International Competitive Bidding (ICB) procurement packages will be published in UNDB (on-line), in dgMarket and a national newspaper of broad circulation as the corresponding bid documents become available. In addition, the Procurement Plan (including all formal updates), SPNs for all contracts as well as results of contract awards will be published on the external website of the implementing Agency (MEPIU) and the World Bank.
