The Moldova Energy Projects Implementation Unit on behalf of the Anenii Noi, Stefan Voda and Taraclia Municipalities now invited in December sealed bids from eligible bidders for the construction and completion of Plant Design, Supply, and Installation of Boiler Plants, Distribution Systems, Substations, Internal Heating System and Domestic Hot Water Systems for Objects in Anenii Noi, Stefan Voda and Taraclia

Lot B10.1. Plant Design, Supply and Installation of Boiler Plant, Distribution System, Substations, Internal Heating Systems and Domestic Hot Water Systems for the Lyceum "M. Eminescu", city of Anenii Noi;
Lot 10.2. Plant Design, Supply and Installation of Boiler Plants, Distribution Systems, Substations, Internal Heating Systems and Domestic Hot Water Systems for the Lyceum "Stefan Voda", Russian Lyceum “D. Cantemir” and Kindergarten no. 3 , city of Stefan Voda;

On January 25, 2010, at 4:00 pm the Public Bid Opening took place at MEPIU's premises, as announced. The process of submitted bids' evaluation started.

B9 Plant Design, Supply, and installation of Boiler Plants, Distribution Systems, Internal Heating Systems, Domestic Hot Water Systems and Substations for Objects in Drochia, Soldanesti, and Cimislia towns (IDA-financed)

- The Additional Financing Agreement has been signed on March 16, 2009 (after the negotiations between the two parties from December 2008). The Ratification by the Parliament after both readings followed on June 12, 2009.
- MEPIU with the assistance of the Swedish Consultants, and the approval and instructions from the World Bank and branch Ministry, prepared for the procurement process. Draft Tender Documents have been elaborated and submitted to the WB on June 17, 2009. After the draft Bidding Documents have been revised and commented by the World Bank, the Bank’s suggestions have been taken into account and relevant modifications have been operated in the documents. On July 20, 2009 WB gave its no-objection to the Tender Documents.
- The Specific Procurement Notice has been published in the UNDB/dgMarket on July 22, 2009 and on MEPIU’s web site, and in the local media on July 24, 2009. The Invitation for Bids was sent via e-mail or fax to 15 embassies and 36 enterprises that have previously submitted their contact details and expressed their potential interest and wish to work with projects of such type.
- on September 22, 2009 the Public Bid Opening took place at MEPIU’s premises, as scheduled. Five bids have been receive as of the specified deadline for bids’ submission. The process of clarifications and bid evaluation started.
- FVB Consultants have been present at the bid opening and provided their technical assistance during the bid opening, clarifications and performed technical evaluation. On September 25, 2009 the Consultants submitted their Technical Evaluation Report to MEPIU and the Tender Committee.
- October 6, 2009 – the Tender Committee convened into the final session for discussing the submitted bids, the FVB Consultants’ conclusions from the Technical Evaluation Report, and for taking a final decision on the contracts award.
- October 7, 2009 – the Transmittal Letter and the Bid Evaluation Report for the package B9 have been submitted to the World Bank for consideration and eventual no-objection.
- October 15, 2009 – the World Bank submitted its comments and suggestions related to the BER. Upon incorporation of the referenced comments, the revised BER shall be sent to the World Bank.

B8 Supply and installation of boiler plants, distribution systems, substations, Internal Heating Systems and Domestic Hot Water systems for the District Hospitals from Ocnita, Drochia, and Orhei (IDA-financed)

- MEPIU with the assistance of the Swedish Consultants, and the approval and instructions from the World Bank and branch Ministry, prepared in from winter 2009 for the procurement process. Tender Documents have been elaborated and WB no-objection has been received on February 2, 2009.
- The Special Procurement Notice has been published in the UNDB/dgMarket on February 9, 2009 and on MEPIU’s web site, and in the local media on February 13, 2009. The Invitation for Bids was sent via e-mail or fax to 15 embassies and 34 enterprises that have previously submitted their contact details and expressed their potential interest and wish to work with projects of such type.
- February-March 2009 – the process of bid clarifications followed.
- On March 24, 2009 MEPIU organized a pre-bid meeting at MEPIU premises, with the participation of international consultants - from the FVB Company (financed by Sida within the Technical Assistance package – see details below in the table/annex 3.2). On April 2-3, 2009 MEPIU submitted to the concerned parties the minutes of the meeting where the issues, questions and requests have been identified and discussed between the interested parties.
- On April 13, 2009 MEPIU addressed to the WB with the request to extend the deadline for submission of bids/bid opening to May 26, 2009. On April 14 the World Bank gave its no-objection to postponing the bid opening date to May 26. The updated SPN has been posted in the local and international media, and on MEPIU’s web site. All prospective bidders were informed accordingly.
- The Public Bid Opening took place as scheduled on May 26, 2009 FVB consultants have been also present at the bid opening process. Three companies presented their bids, but only the bids from the other two companies have been considered valid. For each lot under the given package there have been submitted 2 valid bids. During the next 2 weeks after Bid Opening MEPIU and the Tender Committee also dealt with the request for clarifications. The Tender Committee assisted by the FVB consultants started the evaluation procedure.
- On June 24, 2009 FVB Consultants submitted the Technical Evaluation Report.
- July 6, 2009 – MEPIU submitted to the World Bank the Bid Evaluation Report and Recommendation for Contract Award for examination and eventual no-objection.
- On July 15, 2009, after examining the information provided, the World Bank gave its no-objection to MEPIU awarding the contracts to the lowest evaluated bidders as recommended by the Tender Committee.
- On July 23, 2009 – the negotiations of contracts under the package took place at MEPIU premises. After contract negotiations, with WB’s approval, the following contracts have been signed on September 9, 2009:

• Lot B 8.1 (Ocnita) – The contract 4541-B8.1, with the price of Euro 532, 230.00, has been signed with the Consortium “Polimer Gaz Conducte” S.R.L. and “Polimer Gaz Constructii” S.R.L.
• Lot B 8.2 (Orhei) – The contract 4541-B8.3, with the price of Euro 490,099.00, has been signed with the Consortium “Romany Gaz Group” S.R.L. and “Ticricon” S.R.L.
• Lot B 8.3 (Drochia) – The contract 4541-B8.2, with the price of Euro 819,000.00, has been signed with the Consortium “Polimer Gaz Conducte” S.R.L. and “Polimer Gaz Constructii” S.R.L.

EXPECTED OUTPUTS:

- 3 boiler plants (one for each hospital). In Orhei the boiler plants to be installed within the project shall be the one destined for the Perinatology Center (maternity center) by the District Hospital as other buildings already are supplied with thermal energy from another plant which is in good condition.
- Reconstruction of the distribution pipes from the boiler plants to the Hospital blocks/buildings.
- Substations for heating and DHW preparation installed in each building of the selected institutions.
- Replacement of internal heating and domestic hot water systems.

EXPECTED OUTCOMES:

Improved heating, DHW supply of selected public buildings.

SIDA-FINANCED ENERGY SUPPORT PROGRAMME

COMPONENT C. TECHNICAL ASSISTANCE FOR ANRE INSTITUTIONAL AND ORGANIZATIONAL CAPACITY DEVELOPMENT

Consultant:

Consortium Sweco International AB (sweden) with Pierce Atwood LLP (USA)

Description:

Through the proposed components, ANRE will be in a position to achieve its overall objectives.

An important topic is to develop a sustainable and transparent energy sector in cooperation with the consumers. Progress in this area will be largely verified through ongoing discussions with the stakeholders and well defined targets under way.

An additional objective for ANRE is to gradually move into a more proactive role, with larger focus on future requirements on regulation, market opening, increasing the quality of services provided by energy sector licensees and protection of consumers' interests.

Contract history:

After receiving Sida's approval of the Terms of Reference (TOR) and the text of the Request for Expression of Interesnt (REoI), the REoI has been advertised in accordance with the relevant World Bank and Sida's Guidelines. By the deadline, January 22, 2008, nine EoIs have been received, and the evaluation of received materials has been started by the ANRE.

The Request for Proposals, containing the short-list of consultants elaborated by ANRE, and respectively approved by ANRE and Sida, has been sent to the short-listed consultants on February 11, 2008.
Four consultants’ proposals were submitted by the deadline- March 28, 2008. Technical evaluation started. On April 21, 2008 MEPIU informed all four consultants that as a result of technical evaluation performed by the committee, all companies passed the minimum technical qualifying score, and invited (with Sida's approval) the four consultants to send their representatives to the public opening of financial proposals on April 29.
After financial proposals’ opening, the Combined Evaluation Report (CER) has been elaborated and submitted to Sida. On May 28, 2008 Sida gave its no objection to the CER and instructed the relevant parties to enter into contract negotiations with the consultant - Consortium Sweco International AB (sweden) with Pierce Atwood LLP (USA) accordingly.

After contract negotiations with the Consortium's representatives, the contract has been signed on June 10, 2008. On June 11, 2008 Sida gave its no-objection to the signed contract. The package is now under implementation (finalization stage).

General Outputs (package):

-updated & approved legislation in the electricity sector as well as other amendments to the institutional framework. The outcome/results should be in compliance with the relevant EU Directives, and the work should be solidly anchored among the key stakeholders in Moldova.

- developed web-based capacity and the development of strategic blueprint for communication.

Actual Outputs per Modules:


The following outputs have been generated by the project implementation:

- Impact Assessment of the existing Renewable Energy legal and regulatory Framework:

As per the request of ANRE management, the Consultant performed an Impact Assessment and delivered the final report in December 2008. The impact assessment addressed legislative gaps in the renewable energy framework in Moldova, including making expert recommendations for changes to be operated in the renewable Energy Law.

- Tariff Methodology in the renewables sub-sector:

On October 16, 2008, the Consultant submitted to ANRE and MEPIU a revised renewable tariff methodology. The draft methodology has been elaborated in compliance with the provision from the Renewable Law and has as objective to encourage the production of the renewable fuel and energy through the stimulations of investments on this new market segment.

- Fuel and Renewable Energy Supply Contracts (bilingual versions) have been elaborated, submitted to and agreed with ANRE;

- Study Tours , trainings and workshops for ANRE officials

Within 3 study tours in 2008 the participants benefited from an exchange of experience and good practices in the following spheres:
(1) promotion of electricity from renewable energy sources; address the renewable energy policy etc. (Germany Study Tour (October 19-24,2008);
(2)the regulatory framework for renewable energy and biofuel in Greece, lessons learned, good practices, adjustment of specific and unique features of one country’s energy sector to the EU policies, law and guidance (Greece Study Tour (November 10-14, 2008)
(3) the policies, regulations, and the process for consumer protection and public consultation; Human resources development. Nordic Trading Market examination (Sweden Study Tour (December 9-13, 2008))
- The relevant ANRE personnel has been trained and participated at workshop sessions for human resource development in the period December 15-19, 2008.

- Guarantees of Origin (GO) system analysis and basic Regulations in GO

The Moldovan legislation relating to the guarantees of origin (GO) has been analyzed by the Consultants and ANRE, a comparative analysis of GO systems in European Union member states has been performed. A draft bilingual GO Regulations has been submitted at the end of November 2008 by the Consultant to ANRE for further examination and coordination o final version.

- Public Communications:

The consultant developed a consumer guide and an initial diagnostic of ANRE’s need for specific capacity building in public communications and HR development. As of August 2009, there has been elaborated, discussed with ANRE and issued the draft final Energy Guide for Residential Consumers for Gas and Electricity Services. The final version shall be issued and approved until the end of the yera 2009.

General Outcome (Package):

- Improved regulatory framework and ANRE performance;

- Reinforcement of the energy sector development towards transparency, communication with the public and media and solving the consumers' problems.

Outcomes generated by the proper utilization and efficient functioning/applying of the earlier resulted outputs:

The applying of the tariff methodology for renewable energy resources:

- existence and applying of an adequate, consistent regulatory and legal framework for projects on the segment of renewables;
- creation of the necessary regulatory support and basis for further elaborations of regulatory and legal acts in the sub-sector of Renewable Energy Sources of the Moldovan Energy Sector;
- encourage the production of the renewable fuel and energy through the stimulations of investments on this new market segment;
- strengthening the energy security of the country
- Contribution to the improvement of environment and environmental policies’ promotion in the country.

The organization of trainings and workshops sessions shall strengthen the institutional capacity of ANRE, increase the professional qualification of ANRE personnel, as well as improve the image, credibility and authority of ANRE.

The new patterns of work and communication with the consumers shall improve the communication with the public, shall strengthen the trust between the energy market players, energy consumers and ANRE, and create a proper communicational and regulatory environment in the sector.
