MEPIU is the key organization in supporting the implementation of Energy II Project from the technical point of view. It is the institution which stays in permanent working contact with all players of the process, holds all information concerning the Project, helps direct beneficiaries of the Project to organize the implementation according to World Bank requirements, oversees the correctedness of the procurement procedures and Project monitoring.
MEPIU cooperates actively and permanently with foreign and local consultants who conduct field studies and who develop technical specifications for the procurements. In the same time the Unit contributes to the development of local capacities by on-the-job training of the beneficiary’s personnel, as well as by organizing seminars.
MEPIU ensures processing of data, development and submitting of reports for/to the Republic of Moldova Governmental institutions, as well as for/to the World Bank. It is a non-profit organization which reports to the Ministry of Finance and to the Ministry of Industry and Infrastructure, including financial reports regarding the use of World Bank financial resources.
MEPIU activity is not reduced only to the current issues related to the implementation of the Energy Project II. Upon necessity and within the scope of its competence, the implementation unit is involved by the Ministry of Industry and Infrastructure and other public administration institutions in assessment of the long term key developments in the energy sector and in the international cooperation in the field. The Unit, as an agency for implementation of all WB energy projects, is represented by a well experienced personnel, who have been involved in the Energy Project I and in the preparatory phase of the Energy Project II. The level of competence of the MEPIU employees and of the technical consultants allows to handle and to find solutions for the entire range of the technical and managerial issues related to implementation of the Energy Project II and preparation of the similar projects.

MEPIU is headed by Executive Director, who reports directly to the Supervisory Board members on the general progress of Project preparation and implementation and other issues as per a monthly agreed meeting agenda, and is in permanent contact with its Chairman, the Minister of Industry and Infrastructure, on all current project issues and its effective execution. The Executive Director is in charge of coordinating all activities under the Project, and liaises with the Ministry of Industry and Infrastructure, Ministry of Finance, Ministry of Education, Culture and Sport, Ministry of Health and Social Protection, State Company Moldelectrica, municipalities-beneficiaries and ANRE. He/she is responsible for the daily management of the Project, with particular emphasis on procurement, contract administration, financial management, accounting, and reporting. MEPIU staff includes as well: (a) financial and accounting specialist, (b) procurement specialist, (c) electricity component consultant, (d) heating component consultants, (e) reporting and monitoring consultant, (f) office manager. The Executive Director has the right to hire MEPIU’s staff in coordination with IDA.

As per the Specific Agreement for the Sida-financed Energy Programme in Moldova (signed on September 28, 2006 by the Government of Sweden and the Government of Moldova), and the Specific Agreement for the Sida Energy Efficiency Project (signed on July 27, 2009 by the Government of Sweden and the Government of Moldova), MEPIU is the implementing agency of these two projects.
