Moldelectrica performed as well a range of afferent workd to the referenced package in the context of the modernization of the metering system:

Supply and Installation of the Dispatch and Telecommunication System for the SE Moldelectrica Contractor: ABB POWER TECHNOLOGIES, Sweden Contract History: After the prequalification evaluation procedure has been completed and the World Bank gave its no-objection to the list of prequalified applicants, the Bidding Documents have been sent to the prequalified companies on May 2, 2006. The site-visits and the pre-bid meeting took place on May 29-30, 2006. The Public Bid Opening took place on August 21, 2006, at 15:00 o'clock. Until 15:00 o'clock 3 bids have been received from the three prequalified companies. After the finalization of the evaluation procedure and upon World Bank's approval of the evaluation results, the contract has been awarded to ABB Power Technologies AB, Sweden. After contract negotiations, on June 1, 2007 the contract with ABB Power Technologies AB (Sweden) has been signed and is now under implementation. Expected Output: National Dispatch Center and main transmission substations endowment with modern telecommunication and remote control hardware and SCADA/EMS and MMS software. Expected Outcome: Improved power system dispatch and remote control. Technical endowment of the transmission system operator allowing him to administrate properly the wholesale power market. Package 3833-A4. Substation Equipment GENERAL The delivery of substation equipment within the Contract 3833-A4 and payment procedures are ongoing. MEPIU, ME and the Supplier dealt with such issues as: delivery of equipment and preparation of relevant shipment documentation, payments, testing and commissioning of the installed equipment, inspecting the delivered equipment; deliveries are ongoing according to the schedule; other issues have been solved and/or coordinated. The relay protection issue that has been pending for a longtime was solved in 2007 through the procurement of the necessary equipment for Straseni Chisinau line. INSTALLATION WORKS As of the end of the year 2008, ME performed the following installation works (from its own sources) within the given package: - a significant part of the supplied equipment has been installed and put into operation at Balti - 330 kV substation and installation works are ongoing at 330 kV substation Straseni and Balti; - all 330 kV equipment and relay protection were substituted at Chisinau 330 kV substation for 330 kV PTLs Chisinau-MGRES-II and Chisinau-MGRES-I, as well as Chisinau-Straseni; - the substitution of equipment at the Anenii-Noi substation has been completed (all circuit breakers and 110 kV disconnectors on the 110 kV outgoing lines have been replaced, all equipment at 35 kV at the outdoor switchgears has been substituted). Output: 47 high-voltage circuit breakers and other high-voltage equipment at three 330 kV substations and one 110 kV substation. Outcome: More reliable operation of the transmission system leading also to reduction of system bottlenecks.

Contract History: The public bid opening for the Package 3833-MD-B3 Design, Supply, Installation, Testing and Commissioning of Boilers, Distribution Pipes, Heating Substations and Internal Heating Systems in Lot 1: Objects of Hincesti, Leova, Nisporeni, Straseni District Councils, and Lot 2: Objects of Briceni, Falesti, Ialoveni District Councils and Ministry of Health took place on November 22, 2004, 10 o'clock, in the Conference Room of the MEPIU. A total number of 5 (five) bidders submitted bids until 10.00 hours, Chisinau time, on November 22, 2004. As the result of Bids Evaluation, the following companies were selected for award: - for Lot 1: “Romenergo”, Romania - for Lot 2: Consortium led by “Incorgaz”, Republic of Moldova The Contract for Lot 1 were signed in March 2005. - As of December 31, 2005, the installation and testing of boilers, distribution pipes, heating substations and internal systems have been completed. The Contracts for Lot 2 were signed in May 2005 (May 11 and 26,
2005) The new systems have been successfully installed. Output: New, modern, efficient equipment procured, installed, commissioned, and operating effectively. Systems rehabilitated. Outcome: Starting from the beginning of 2006, FVB consultants complete on a regular basis performances review of boilers. This repeated verifications showed that the installed equipment functions in accordance with the technical specifications in the TD and provides the expected benefits in terms of energetic and economic efficiencies and is answering to the environment protection requirements. Implementation of contracts under B3 package, led to substantial improvement of the availability, quality and efficiency of heating for selected public buildings. Long-term outcomes are the proper functioning of the given institutions, improvement in the population health protection and educational progress, as well as proper working conditions for the medical and educational staff working in the selected institutions. Package 3833-B5. Design, Supply, Installation, Testing and Commissioning of Steam and Hot Water Boiler Plants, Distribution Pipes, Heating and Domestic Hot Water Substations and Internal Heating Systems for Objects of the Ministry of Health and Social Protection Status: closed Contractor: the Consortium of JSC “Horus”, Moldova and “Newheat Energetical Company”, Belize. Contract History: The Bid Opening took place on November 28, 2005 and has been conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995, (revised January and August 1996, September 1997 and January 1999). 4 companies have presented their bids at the

On December 19, 2005 the World Bank gave its
no-objection to awarding the contract to the Consortium of JSC
“Horus”, Moldova and “Newheat Energetical Company”,
Belize.
On January 17, 2006 after negotiations, the contract has been signed and is now under implementation. As of the end of the year 2008: • Center for Placement & Rehabilitation of Young Children - All sections of the design documentation
have been completed. There have been carried out all construction
and installation works. The Employer performed the necessary
activities for ensuring gas supply to the plant. The start-and-adjustment
works for the new equipment of the boiler plant have been completed.
• Republican Clinical Hospital and Cardiology Clinic - All sections of the design documentation have been completed. The following remaining works have been completed in the first quarter of 2008: reconstruction of the garage premises, as well as installation of external networks, substations and relevant equipment.
100 % of planned works have been carried out. • Oncology Institute -All sections of the design documentation-completed. All main works were completed as of the end of the first quarter of 2008: the construction of the boiler plant building, the installation of external heating networks, substations and relevant equipment. 100 % of planned works have been carried out (including the second stage of works of external networks’ installation). - Completion Certificate was issued on July 16, 2008. The Operational Acceptance Certificate has been signed on November 3, 2008. The date of operational acceptance is October 28, 2008, but there have been mentioned in the Operational Acceptance Certificate as remaining items to be finalized the connection of the pharmacy and laundry to the newly installed steam main. Outputs: - 2 steam boiler plants (1 for the Republican Clinical Hospital
and Cardiology Clinic, 1 for the Oncology Institute), to supply steam
for technological needs and DHW preparation, and to serve as reserve

Bidding has been conducted through the international
competitive bidding procedures specified in the World Bank’s
Guidelines: Procurement under IBRD Loans and IDA Credits, January
1995, (revised January and August 1996, September 1997 and January
1999) and is open to all bidders from eligible source countries
as defined in the guidelines.
The Public Bid Opening took place on December
18, 2006, at 3.00 PM local time, as scheduled. Three Bids have

On December 22, 2006 the Bid Evaluation Report

Package 3833-MD-B2 Minor renovation works of objects at Floresti, Falesti, Straseni and Cantemir Status: closed, contract fully disbursed The Moldova Energy Projects Implementation Unit (MEPIU) acting on behalf of the Ministry of Energy of Moldova for the Municipalities of Floresti, Falesti, Sraseni and Cantemir invited eligible bidders to quote for minor renovation works of objects at Floresti, Falesti, Straseni and Cantemir. The tender was advertised in the national gazette "Moldova Suverana" of 30th July, 2004, in the economical newspaper "Logos Press" of 30th July, 2004. There were sold 25 packages of documents (12 companies). The public bid opening for the Package 3833-B2, minor renovation works of objects at Floresti, Falesti, Straseni and Cantemir took place on September 2, 2004, 10 o'clock, in the Conference Room of the MEPIU. A total number of 6 (six) bidders submitted 9 bids until 10.00 hours, Chisinau time, on September 2, 2004. After the consideration by the Evaluation Committee of the received bids for minor renovation works of objects at Floresti, Falesti, Straseni and Cantemir, according to the evaluation results and after confirmation of "No-objection" from IDA, the contracts were awarded: 1 Contract for minor renovation works at Kindergarten No. 3 at Cantemir to company SA Constructor-Cantemir; 2. Contract for minor renovation works at school nr. 1 Straseni to company SRL Pancons-Com. There were no quotations accepted for the objects at Falesti and Floresti. These works will be financed from the local budgets. Works foreseen under the given package have been finalized. Package 3833-MD-B1 Supply, Installation, Testing and Commissioning of Boilers, Distribution Pipes, Heating substations and Internal Heating Systems for Floresti, Falesti, Straseni and Cantemir Status: closed, contract fully disbursed The Moldova Energy Projects Implementation Unit (MEPIU) acting on behalf of the Ministry of Energy of Moldova for the Municipalities of Floresti, Falesti, Sraseni and Cantemir invited eligible bidders to bid for supply, installation, testing and commissioning of Boilers, Distribution Pipes, Heating Substations and Internal Heating Systems in Floresti, Falesti, Sraseni and Cantemir. The tender was advertised in the national gazette "Moldova Suverana" of 15th January, 2004, in the economical newspaper "Logos Press" of 16th January, 2004, in UNDB. Invitations were sent to all foreign embassies in Moldova (17 embassies) and to those companies that manifested their interest (48 companies). Twenty three companies bought tender documents. The public bid opening for the Package 3833-MD-B1, supply, installation, testing and commissioning of Boilers, Distribution Pipes, Heating Substations and Internal Heating Systems in Floresti, Falesti, Sraseni and Cantemir, took place on March 18th, 2004, 10 o'clock, in the Conference Room of the MEPIU. A total number of 4 (four) bidders submitted bids until 10.00 hours, Chisinau time, on March 18th, 2004. After the consideration by the Evaluation Committee of the received bids for Supply, Installation, Testing and commissioning of Boilers, Distribution Pipes, Heating Substations and Internal Heating Systems in Floresti, Falesti, Sraseni and Cantemir, according to the evaluation results and after confirmation of "No-objection" from IDA, the contract was awarded to the Consortium led by "Romany Gaz Group", Republic of Moldova. Implementation of contracts under B1 package, having as beneficiaries 4 municipalities, led to substantial improvement of the availability, quality and efficiency of heating for selected public buildings (mainly schools, kindergartens and cultural institutions for children) in Floresti, Falesti, Cantemir and Straseni. Following the collapse of the old district heating systems, these institutions did not have a proper heating of their buildings, leading to difficulties with their normal functioning during the winter, and to health risks for the children and personnel. Before the implementation of the project these objects were heated with electric heaters, stoves, a few of them had old inefficient coal boilers or were not heated at all and did not function during the winter. The new systems include modern efficient gas-fired automatic boiler plants, ensuring an optimum heat supply depending on the outside temperature and on the demand. In some cases energy conservation measures were provided (implemented under B2 package in 2004). Operation of the new systems will ensure normal conditions for functioning of the institutions and will have a significant social impact. All the systems have been successfully completed. Institutions benefiting from the implementation of B1 package:
Supply and Installation of Boilers, Distribution Pipes, and Heating Substations for Ungheni Status: closed, contract fully disbursed The Pilot Activity has been implemented for Municipality of Ungheni, including installation of 4 heating plants, connection pipes and individual heating substations for 3 Kindergartens and the Medical College. The capacity of the heating plants allows the connection of the neighboring residential buildings to the heating sources. Ungheni was chosen because the Municipality
of Ungheni elaborated and started to implement a program of restructuring
and decentralization of the old centralized heating system, which
became non-functional. According to the Municipality’s plans
15 new heating plants had to be built. The Pilot Activity fitted perfectly
into this program and contributed to the testing of the new concept
of rehabilitation of heating systems in small towns in Moldova. With the technical assistance granted by the Swedish International Development Agency (SIDA) the Study Strategic Heating Options in Moldova was elaborated. Based on the analysis of the situation in 6 representative cities – Chisinau, Balti, Soroca, Ungheni, Orhei, and Floresti, recommendations were provided regarding ways and possibilities of resolving the problems of the heating sector, and the concept of an investment pilot project was proposed. MEPIU, together with the Municipality of Ungheni
and with the assistance of SIDA consultants, prepared according to
the World Bank regulations bidding documents for supply and installation
of 4 modular heating plants in Ungheni, Moldova, of preinsulated distribution
pipes between the heating plants and the adjacent public buildings
and prefabricated heating substations. The chosen tender procedure
was the one described in World Bank Guidelines. The tender took place on October 1, 2001, and on October 18, 2001 the World Bank, after verification of the bid and of the evaluation report, accepted the decision of the Evaluation Committee. The contract was awarded to a Consortium from Republic of Moldova including: „Romany Gaz Group” S.R.L., Coloana Mecanizata pentru lucrarile de gazificare din or. Chisinau” S.A., Intreprinderea Mixta Moldo-Romana „ROCARO” S.R.L., Intreprinderea Individuala „Termoteh-Gavrilicenco” and „CADCAM Grup” S.R.L. Initially it was planned that the heating plants
would use liquefied gas (propane), because Ungheni was not connected
to the national natural gas network. But during 2002 a real possibility
appeared to build the gas pipeline Cornesti–Ungheni about 40
km in order to supply natural gas to Ungheni. In relation to this,
the Employer requested for necessary changes to be made in the installation
schemes, and testing and commissioning of equipment to be postponed
until the moment when natural gas is available. Three modular heating plants were installed
in the existing buildings of the former central heating substations
of the former centralized heating system. One heating plant was installed
in mobile containers. All the 4 plants are automated and monitored
remotely. Parameters (temperatures, pressures, levels, consumption,
etc.) and technological processes from the heating plants and individual
heating substations are automatically regulated within the Centralized
Informational System for telemetry and remote control of the municipal
heating objects. MEPIU cooperated with all the parties involved
in the Project and ensured that the process took place according to
the World Bank procedures and to the legislation of Republic of Moldova. MEPIU offered logistic support to Municipality
of Ungheni in preparing proposals regarding objects included in the
Pilot Activity, during bid evaluation, Contract negotiation and implementation
monitoring. Cooperation with Municipality of Ungheni was open, efficient
and complete. MEPIU benefited from the assistance of a consultant
from the Swedish company “FVB District Energy”, financed
by the Swedish International Development Agency (SIDA). The Ungheni Pilot Activity offered useful experience for preparation and implementation of investment projects within the heating component of the Energy II Project. All the main elements of the process were tested:
The Pilot Activity has shown that in conditions of Moldova, decentralization of old heating systems, which are not functioning in small towns, is a rational solution for heating supply. Using some elements of old centralized systems, like buildings of former central heating substations and partially pipes, can reduce considerably the amount of investments. Building heating plants with a capacity sufficient for supplying to both public and residential buildings from the area can represent the main solution for heating in small towns with the condition that:
Before the implementation of the Pilot Activity and of the municipal gas and heat supply program, heating was not available in Ungheni for 3 years. In May 2001, when the preparation of the bidding documents for the Pilot Activity started, it was intended that the installation works should be completed until December, in order to supply heat to social objects already in the 2001-2002 heating season. This is the cause why in August 2001, when the tender was announced, only 6 weeks were given for the preparation of bids, and a short period for supply and installation (14 weeks). Because of these harsh conditions a number of companies, initially interested, retreated from the competition. The practice showed that the procedures of coordination, approval of different documents in the implementation process of investment projects require a certain period of time, which can not be reduced significantly. Thus, theproject preparation and implementation cycle cannot be smaller than about 8 months. The Municipality mentioned the good and efficient operation of the new systems built under the Project. The Pilot Activity formed a base for reorganizing and reconstruction of the heating systems in Ungheni according to new principles – decentralized district heating – construction of block boiler plants for heat supply to residential building and public institutions. Following the Activity, the municipality built other 10 new boiler plants, using natural gas, that cover the needs of most of the public institutions and residential consumers. So, a network of 14 boiler plants (including 4 built within the Project), with a total capacity of 36,6 MW (including 12 MW – boiler plants built within the Project) are operated, substantially reducing the cost of thermal energy. According to data from the municipality of Ungheni the cost of heating for a square meter of residential area, supplied from the new systems is 6,53 lei, compared to 12-14 lei in case of the old system supplied from an old oversized mazut boiler plant, and the payment level is about 90% at present, compared to 30% in 1999 – the last year when the old plant was operated. Package 3833-C4 Wholesale Market Rules, Benchmarking and Legal Audit Status: closed, contract fully disbursed Contract History:
- Request for EoI followed the general procurement notice for
this project that appeared in Development Business No.624 of
February 16, 2004. The RfP has been addressed to the following
to six short-listed consultants. All of them have sent their
proposals. -December 12, 2005 – the contract with Pierce Atwood LLP, in the amount of USD 243,883, was signed; - April 5, 2006-the workshop 1 under
the Contract - “High level Specification of the Market
Rules for the Electricity Market of Moldova” - took place. - June 28, 2006 – Pierce Atwood (USA) submitted to MEPIU the 3 final reports – 1. “Legal Audit and Benchmarking
of Moldova’s Energy Sector for compliance with Energy
Community Requirement”, - July 25, 2006 – Pierce Atwood submitted to MEPIU the Romanian versions of the final reports. On July 31 and August 4, 2006 - the MEPIU has submitted the 3 final reports to: the Government of Republic of Moldova
the Ministry of Industry and Infrastructure the Ministry of Economy and Trade the Ministry of Finance ANRE SE “Moldelectrica” August 14, 2006 – the Acceptance Certificate has been issued and signed. Based on the recommendations from the referenced reports, the “Long-Term Energy Strategy of Moldova aligned with the EU energetic objectives until 2020” has been elaborated by specialists from the MII, sector enterprises, researchers from the Energy institute of Moldova and from the Energy Department of Moldova Technical University etc., and is still at the stage of examination. The drafts of the strategy passed also through the expertise and analysis performed by the sector experts from the European sector organizations. Also, the recommendations from the reports elaborated within the package, international experts from the EU relevant bodies have performed the comparative analysis between the Moldovan legislation in the electroenergetic and natural gas sectors and the EU energy acquis. The strategy has been adopted by the Government of Moldova and benefits from strong support from the part of international donor organizations. Outcomes: - Comprehensive benchmarking of the Moldova energy sector
compliance with the requirements of the Energy Community Treaty

THE
SIDA-FINANCED ENERGY PROGRAMME IN MOLDOVA
PROJECT B1. Pilot Project for Technical Development of S.A. “Termocom”: Status: closed, contract fully disbursed The demo project includes the reconstruction according to modern principles of external DH pipes, installation of individual DH substations and reconstruction of the internal heating and Domestic Hot Water (DHW) systems in several residential buildings currently connected to central substations. The project implementation also supposes the capacity building of selected Home Owners Associations related to project activities, since the referenced associaitons shall be party to the contracts within which the equipment and materials procured under the below-mentioned packages shall be installed. Package
B1.1 Technical Assistance for project implementation
Status: closed, contract fully disbursed The Contract with FVB Fjarrvarmebyran (District Energy) AB and Hifab International AB (Sweden) from March 1, 2002 was extended through Amendment #1 dated November 30, 2006 increasing Ceiling amount for Technical Assistance within projects A and B1 of the SIda-financed Energy Support Programme in Moldova. Under the referenced package there have
been sub-contracted two individual sub-consultants in the
fall of 2006, one - for the performance of the Risk Analysis
and the other for providing design services (namely pre-design).
On December 8, 2006 the sub-consultant
submitted the final legal study “Legal Framework
and Risks Associated with Replacement of Internal Heat Supply
System”. In the study there have been identified
and examined the factors that could affect the modification
of heating and DHW systems in a condominium; the risks associated
with: personal property ownership rights, the common property
administration, the rights and obligations of housing stock
administrators, consumers, heat suppliers, local governments
in the administration of housing stock; the major risks
that may obstruct or delay the change from vertical to horizontal
heat system in a Condominium have been presented together
with factors that might determine risk occurrence; recommendations
have been provided on how to avoid such risks and a template
of an agreement on acceptance of apartments’ owner
to participate in the project has been proposed.
The Consultant provided important assistance
in the elaboration of technical specificaitons and bidding
documents for projects B1.2, B1.3, B1.4, B1.5, E1 and continunes
to provide assistance in the evaluation procedures, in the
elaboraiton of implementaiton schedules' and drawings, in
monitoring equipments' installation and further functioning
(tests' performance etc.), and other implementation activities
scheduled within the implementation of packages B1.2-B1.5
and E1 of the Programme.
On
April 17-18, 2007 - FVB consultants carried out a training
in design of district heating systems according to modern
principles (using the preheated installation technology
etc.) for Termocom staff.
Package B1.2 Supply of Substations Status: closed, contract fully disbursed The project inlcudes the installation of 6 individual substations with automatic adjustment capabilities for heating and DHW preparation in residential buildings and the replacement of external distribution pipes to the buildings using modern DH technologies. Within package B1.2 there has been prepared
according to World Bank Standard Documents the Invitation
to Quote (ITQ) for Supply of Prefabricated DH Substations
for S.A. Termocom (the existing central substations used
for these buildings will be eliminated).
After receiving Sida’s no-objection
to the ITQ document and the shortlist of 10 companies, on
March 19, 2007 MEPIU sent to the shortlisted companies the
ITQ with the requirement to be provided with responses by
10.00 hours on April 19, 2007. By this date three quotations
have been received and opened at MEPIU premises. After detailed
examination, the Evaluation Committee recommended the contract
to be awarded to company Alfa Laval Lund AB from Sweden.
After receiving on April 25, 2007, Sida's
no-objection to the Evaluation Report, contract negotiations
have been carried out and on May 21, 2007 the Purchase Order
has been issued.
Until September 2007 all items under PO B1.2 have been successfully delivered, according to the agreed schedule. On October 19, 2007 Termocom informed that the individual substations have been installed and are ready for commissioning. In November 2007 Alfa Laval Lund AB provided the incidental services to Termocom as stipulated in the contract. Package
B1.3 Supply of External Piping
Status: closed, contract fully disbursed Within package B1.3, there has been prepared according to World Bank Standard Documents the Invitation to Quote (ITQ) for Supply of Preinsulated DH Pipes, Fittings, Valves & Accessories for Termocom (the existing centralsubstations used for these buildings will be eliminated). After receiving Sida’s no-objection
to the ITQ document and the shortlist of 7 companies, on
March 19, 2007 MEPIU sent to the shortlisted companies the
ITQ with the requirement to be provided with responses by
10.00 hours on April 19, 2007. By this date four quotations
were received and opened at MEPIU premises. On April 23,
2007 the Report of Evaluation of International Shopping
has been submitted to Sida for examination and eventualapproval.
After Sida's no-objection (April 25,
2007) to the Report of Evaluation and Recommendation of
Contract Award, the contract negotiaitons took place. On
May 17 the Purchase Order with company Energoresurs-Invest
from Ukraine has been signed. Until the end of June 2007
all deliveries under the contract have been completed. Accordingly,
the Acceptance Certificate has been issued on July 2, 2007.
Package
B1.5 Supply of substations (additional)
The package includes the installation of 12 individual substations for heating and DHW preparation in 12 buildings and the replacement of external distribution pipes to the buildings using modern DH technologies. Within
the package there has been prepared according to WB Standard
Documents the ITQ for Supply of Prefabricated DH
Substations for S.A. Termocom (the existing central substations
used for these buildings will be eliminated).
After receiving Sida’s NO to the
ITQ document and the shortlist of 10 companies, on March
23, 2007 MEPIU sent to the shortlisted companies the ITQ
with the requirement to be provided with responses by 10.00
hours on April 19. By this date three quotations were received
and opened at MEPIU premises. The Report of Evaluation has
been submitted to Sida for examination and eventual approval
on April 23, 2007. On April 25, 2007, Sida gave its no-objection
to the Evaluation Report of Internaitonal Shopping.
After negotiations and upon Sida's approval,
the Purchase Order with company Alfa Laval Lund AB from
Sweden was issued on May 21, 2007.
Until September 2007 all items under
the referenced Purchase Order have been successfully delivered.
Termocom installed the substations.
PROJECT
B2. Technical Assistance for S.A. “Termocom”
Institutional Development
Status: closed, contract fully disbursed On May 24, 2007 – after finalization of TOR and its approval by Termocom, MEPIU elaborated the Request for Proposal based on standard World Bank documents. The Request for Expressions of Interest has been advertised. As of July 2, 2007 – the latest date for Expressions of Interest submission - different companies have expressed their interest in providing the services under package B2. The short list have been elaborated and sent to Sida for examination and eventual no-objection. On July 3, 2007, Sida gave its approval to the short list of consulting companies. On July 13, 2007 MEPIU submitted to Sida for examination
and eventual approval the draft Request for Proposal (preliminarily
the draft has been approved by the Ministry of Industry and
Infrastructure and Termocom). On August 9, 2007 Sida gave
its no-objection to the draft text of the Request for Proposal,
according to which the latest date for Technical Proposals'
submission is September 25, 2007.
Until this date four technical proposals have been received.
On September 25, 2007 the technical proposals
have been opened and the evaluation procedure started.
On November 14, 2007 the Technical Evaluation Report has
been submitted to Sida for consideration and eventual approval.
On December 11, 2007 Sida gave its no-objection to the technical
evaluation report, which means that preparations for financial
evaluation of those bids that have passed the quality treshold
have to start.
The public opening of financial proposals took place at
S.A. "Termocom" premises on January 15, 2008, as
scheduled and agreed between the involved parties. On January
17, 2008 the Financial Evaluation Report and Award Recommendation,
as well as the Combined Evaluation Report (technical and financial)
have been submitted to Sida for consideration and eventual
no-objection. On January 17, 2008 Sida gave its no-objection
to the evaluation report and the award recommendation.
After contract negotiations, on February 5, 2008 the contract
between S.A. "Termocom" and the Consortium AF-Process
AB, from Sweden has been signed. On February 7 Sida gave its
no-objection to the signed contract. Thus, contract entered
into force on February 7,2008.
The successful implementation of the TA generated the
following deliverables (per modules included in final Terms
Of Reference):
A. Legal status and Termocom governance: Diagnostic
Study on Legal and Governance (L&G) Reform; L&G Action
Plan; Governance Workshop;
B. Business planning and financial management:
Status: closed, contract fully disbursed Contractor: the Consortium led by "Polimer Gaz Conducte" S.R.L. The project includes objects of the Ministry of Education and Youth of high social importance – orphanages/boarding schools (some of them for children with disabilities or from disadvantaged social groups), within which children not only study, but also permanently live during the school year: Boarding school from Cupcini, Boarding school for children with cerebral-locomotorium dysfunctions from Hincesti, and Boarding school from Telenesti. Contract History: On July 16, 2007 the Amendment No.1 to the Specific Agreement between the Government of Sweden and the Government of the Republic of Moldova (reflecting the extension of the Sida-financed Energy Programme in Moldova – component E1) has been signed. On August 6, 2007 the Public Bid Opening took place, as
scheduled. On August 9, 2007 the Bid Evaluation Report has
been submitted to Sida for consideration and eventual no-objection.
On August 13, 2007 Sida gave its no-objection to the Bid Evaluation
Report and Recommendation for Contract Award..
On August 17, 2007 - after contract negotiations and with Sida's approval, the Ministry of Education and Youth signed the contract with the Consortium led by "Polimer Gaz Conducte" S.R.L. Until the end of 2008 there have been completed the works foreseen under the contract: • The installation of the supplied equipment
in the boiler plants and in the individual heating substations
in Cupcini and Telenesti, and Hincesti. The boiler plants in Cupcini and Telenesti have been equipped within the project with everything that was necessary and stipulated by the contract, and the Contractor has performed the start-and-adjustment works in November 2008. After all the beneficiary institutions have created the proper conditions for connection to the natural gas supply network, electricity and water supply networks, the systems have been put into operation and are successfully functioning at present. On October 14, 2008 the Operational Acceptance Certificate has been issued. - The FVB Consultants, jointly with MEPIU’s specialists, performed a site visit on February 24-27 2009 to Cupcini, Telenesti and Hincesti for repeated performance testing (see the detailed report from the site-visit performed by the Consultant in Attachment 8 C). - The results of the site-visits and continuous monitoring
of equipment’s performance show that all requirements
on the referenced contract in the three selected localities
have been fulfilled, from both Beneficiaries and Client’s
part. The boilers’ performances were presented as
average values during the measuring period for each load
and boiler. The NOx – related requirements are respected
in the process of all the selected plants’ operation.
The high CO-value at Hincesti boilerNo.1 at the level of
75% is related, according to the Consultant, to tuning operations.
At the meetings between the MEPIU’s representatives,
FVB Consultants and the Beneficiaries the importance of
follow up on performance, gas consumption versus domestic
heating and hot water has been emphasized.
• The Boarding school from Cupcini A boiler plant with a capacity of 1000 kW (fuel: natural gas) in the existing boiler plant building (repaired within the contract); Installation of two-pipe distribution network using preinsulated pipes, installed underground; Installation of substations for connection of internal heating and DHW systems in dormitories no.1&2, canteen, service building; Installation of a substation for connection of the IHS in the educational building; 100% replacement of IHS in all buildings; 100% replacement of internal DHW systems in dormitories no.1&2, canteen, service building. • The Boarding school for children with cerebral-locomotorium dysfunctions, Hincesti A boiler plant with a capacity of 1000 kW (fuel: natural gas), installed in new metal constructions building; Installation of two-pipe distribution network using preinsulated pipes, installed underground; Installation of substations for connection of internal heating and DHW systems in dormitories no.1&2, canteen, service building; Installation of a substation for connection of the IHS in the educational building; 100% replacement of IHSs in all buildings; 100% replacement of internal DHW systems in dormitories no.1&2, canteen, service building. • The Boarding school from Telenesti A boiler plant with a capacity of 700 kW (fuel: natural gas) installed in a new metal constructions building; Installation of two-pipe distribution network using preinsulated pipes, installed underground to all buildings; Installation of substations for connection of internal heating and DHW systems in the educational building, dormitory for girls No.2, service building; Installation of a substation for connection of the IHSs of the workshops building; installation(in the service building) of a substation for connection of the greenhouse; 100% replacement of IHS in the educational building, dormitory for girls No.2, dormitory for boys, service building, workshops; 100% replacement of internal DHW systems in the educational building, dormitories for girls No.1&2, dormitory for boys, service building. Replacement of cold water pipes inside these buildings.
Improved heating reliability, quality and efficiency;
DHW supply for selected public buildings.
